Case Study

Bribery

Cindy was working as a procurement manager for the company for almost 15 years, her job is to source for cheaper construction materials for projects won by the company.

In one of the project, the structure collapsed causing an accident that injured two workers, a site investigation was conducted and found that the material used for building these structures did not comply to the standard requirements.

The business owner suspects Cindy might have ordered a different type of materials and required to conduct an internal investigation and contacted Digital Frauds to assists.

Our Actions

We make a list of staff involved in the entire project cycle and identify each of their job scopes in the entire project management. Staff include project manager, procurement, storekeeper, transportation, site supervisors, workers and subcontractors.

We obtained the PO, Invoice and DO from the supplier of these materials and we interviewed the procurement manager and the supplier and noted the materials supplied was correct and comply with the project requirements.

We then interviewed the rest of the staff involved in this project but no clues as to where have gone wrong, we went to the accident site and interview some workers over there, we realised there were some CCTV cameras installed that monitoring the entire site, we went to the security office to seek permissions to take a look at some video footage and we found one of the supervisors was onsite one of the night unloading some materials. We obtained this footage from the security office and start making an investigation plan.

We interviewed this supervisor again and noted his replies did not match what we saw on the video footage, we showed him the footage and he got panicked, he gave up and told us that another supplier which is not in the company vendor list approached him to exchange the purchased materials with the lower quality materials and the supplier offer the supervisor with $1,000 as a token. The supervisor accepted the offer and exchange the materials that night, this caused 2 workers to get injured. A police report was lodged by the business owner.

Cindy was innocent in this incident.
